Algérie : Bouteflika renonce à un 5e mandat et reporte sine die la présidentielle

Le président algérien Abdelaziz Bouteflika, confronté depuis deux semaines à une contestation inédite en 20 ans de pouvoir, a annoncé lundi renoncer à briguer un 5e mandat et le report sine die de la présidentielle prévue le 18 avril.

Le président Bouteflika avait regagné l’Algérie dimanche, à l’issue de deux semaines d’hospitalisation en Suisse pour des “examens médicaux”.

Dans un message à la nation publié par l’agence officielle APS, il précise lundi que la présidentielle aura lieu “dans le prolongement” d’une conférence nationale” chargée de réformer le système politique et d‘élaborer un projet de Constitution d’ici fin 2019.

En s’engageant dans ce texte “à remettre les charges et les prérogatives de président de la République au successeur que le peuple algérien aura librement élu”, M. Bouteflika indique implicitement qu’il restera chef de l’Etat à l’expiration de son mandat le 28 avril 2019.

“Il n’y aura pas de cinquième mandat et il n’en a jamais été question pour moi, mon état de santé et mon âge ne m’assignant comme ultime devoir envers le peuple algérien que la contribution à l’assise des fondations d’une nouvelle République”, déclare M. Bouteflika dans ce texte.

“Il n’y aura pas d’élection présidentielle le 18 avril prochain”, poursuit le président algérien disant ainsi “satisfaire une demande pressante que vous (Algériens) avez été nombreux à m’adresser”.

La prochaine présidentielle “aura lieu dans le prolongement de la conférence nationale inclusive et indépendante (…) équitablement représentative de la société algérienne comme des sensibilités qui la parcourent” qui “devra s’efforcer de compléter son mandat avant la fin de l’année 2019”, ajoute M. Bouteflika.
