L’Égypte prend la présidence de l’Union africaine, l’Afrique du Sud lui succédera

Le Rwandais Paul Kagame a cédé son siège de président en exercice de l’Union africaine (UA) à son homologue égyptien Abdel Fattah al-Sissi, lors de la session d’ouverture du 32e sommet à Addis-Abeba. L’Afrique du Sud a été désignée pour lui succéder en 2020.

Abdel Fattah al-Sissi est désormais président en exercice de l’Union africaine (UA). Au cours de la session d’ouverture de son 32e sommet à Addis-Abeba, son prédécesseur, Paul Kagame, lui a cédé son fauteuil après une année où il aura bousculé l’institution panafricaine.

Lors de son premier discours, l’Égyptien a dévoilé les trois « piliers » de sa présidence : le développement des infrastructures, l’accélération de l’entrée en vigueur de la zone de libre-échange continentale africaine (ZLEC) et la création d’emplois pour la jeunesse du continent. Il a aussi insisté sur la lutte contre le terrorisme et la reconstruction des sociétés post-conflit.

Ramaphosa à la présidence tournante
Cette session a aussi été l’occasion de dévoiler l’identité de la présidence suivante, en 2020. Il s’agira de l’Afrique du Sud, et donc de son président Cyril Ramaphosa, s’il est confirmé à son poste lors des élections générales qui doivent se tenir cette année.

Pretoria s’est imposée, au détriment de l’Eswatini (nouveau nom du Swaziland), qui était candidat à ce poste qui devait revenir à l’Afrique australe. Mbabane devrait toutefois obtenir un lot de consolation, en accueillant les ministres des Affaires étrangères du continent mi-2020 à l’occasion d’un conseil exécutif, les traditionnels sommets de milieu d’année ayant été supprimés dans le cadre de la réforme de l’UA.

La composition du nouveau bureau de l’UA a aussi été annoncée. Outre al-Sissi, qui occupe donc la présidence, il sera composé de Cyril Ramaphosa (Afrique du Sud, 1er vice-président), Félix Tshisekedi (RDC, 2e vice-président), Mahamadou Issoufou (Niger, 3e vice-président) et Paul Kagame (Rwanda, 4e vice-président et rapporteur).

La désignation au sein de cette équipe de Félix Tshisekedi, qui participait à son premier sommet, a particulièrement satisfait la délégation congolaise.

Le bureau de l’UA pour l’année 2019 sera composé comme suit: président Al-Sissi (Egypte), 1er vice-président Ramaphosa (Afrique du Sud), 2e VP #Tshisekedi (#RDC), 3e VP Issoufou (#Niger), 4e VP et rapporteur Kagamé (#Rwanda)

Le président congolais nouvellement élu a pu prendre la parole pendant cinq minutes depuis son fauteuil, à la fin de la session, tout comme son nouvel homologue de Madagascar Andry Rajoelina.

Depuis son arrivée à Addis-Abeba le 9 février, Félix Tshisekedi s’est entretenu avec ses homologues égyptien al-Sissi et ivoirien Alassane Ouattara, ainsi que le secrétaire général de l’ONU António Guterres.

Avant eux, Guterres s’était exprimé à la tribune pour saluer l’exemplarité de l’Afrique en matière d’accueil des réfugiés, le thème de ce sommet.

Le milliardaire et philanthrope américain Bill Gates, le président de l’autorité palestinienne Mahmoud Abbas, le secrétaire général de la Ligue arabe Ahmed Abdoul Gheit, le président de la Fifa Gianni Infantino et, bien sûr, le président de la Commission de l’UA Moussa Faki Mahamat et le Rwandais Paul Kagame se sont également adressés à l’assemblée depuis la tribune.
