Élections en RDC: Shadary et Kabila votent à Kinshasa

Le président Kabila a renoncé à briguer par la force un troisième mandat interdit par la Constitution. Sa décision est intervenue avec du retard, puisque les élections ont été reportées trois fois depuis la fin de son second mandat il y a deux ans en décembre 2016.

A Kinshasa, le candidat de la majorité et “dauphin” du président Kabila, l’ex-ministre de l’Intérieur Emmanuel Ramazani Shadary, devait voter dès l’ouverture des bureaux dans le quartier huppé de la Gombe.

Il sera suivi par un des deux principaux candidats de l’opposition, Martin Fayulu, qui voulait accomplir son devoir électoral avant d’aller à la messe. L’autre grand candidat de l’opposition, Félix Tshisekedi, devait voter plus tard dans la journée.

Les 40 millions d‘électeurs enregistrés peuvent voter jusqu‘à 17h00 (15h00 GMT dans l’Est et 16h00 GMT à Kinshasa). Les résultats provisoires seront annoncés le 6 janvier, avant d’inévitables contentieux devant la Cour constitutionnelle.

Des sondages donnent le “dauphin” perdant et prédisent la victoire de M. Fayulu.

Des élections législatives et provinciales ont lieu en même temps que la présidentielle.

Pour ces élections, Kinshasa a refusé toute aide logistique des Nations unies, présentes depuis 20 ans au Congo, de même que toute mission d’observation occidentale.

Quant au représentant de l’UE en RDC, il a pris l’avion pour Bruxelles samedi soir, après avoir été sommé de quitter le pays jeudi par les autorités.

Pour le jour du vote, le pouvoir a annoncé la fermeture de ses frontières terrestres, lacustres et fluviales avec ses neuf voisins, de Brazzaville à l’Angola en passant par le Rwanda.

President Kabila has given up seeking a third term banned by the Constitution. His decision came late, as the elections have been postponed three times since the end of his second term two years ago in December 2016.

In Kinshasa, the candidate of the majority and "dolphin" of President Kabila, the former Minister of the Interior Emmanuel Ramazani Shadary, was to vote as soon as the offices opened in the upscale neighborhood of Gombe.

The 40 million registered voters can vote until 17:00 (15:00 GMT in the East and 16:00 GMT in Kinshasa). The provisional results will be announced on January 6, before inevitable litigation before the Constitutional Court.

Polls give the losing "dolphin" and predict Fayulu's victory.

Legislative and provincial elections take place at the same time as the presidential elections.

For these elections, Kinshasa has refused any logistical assistance from the United Nations, present for 20 years in the Congo, as well as any Western observation mission.

As for the EU representative in the DRC, he flew to Brussels on Saturday night, after being ordered to leave the country Thursday by the authorities.

On the day of the vote, the government announced the closure of its land, lake and river borders with its nine neighbors, from Brazzaville to Angola via Rwanda.
