Elections en Côte d'Ivoire : des blessés lors d'incidents à Grand Bassam

Plusieurs personnes ont été blessées dans la nuit de dimanche à lundi à Grand-Bassam, près d’Abidjan, dans une charge de la police contre des habitants qui réclamaient la proclamation des résultats de l‘élection municipale, alors que les deux principaux candidats revendiquent la victoire.

“La population était rassemblée dimanche soir devant la préfecture pour réclamer la proclamation des résultats” de l‘élection qui s’est tenue samedi, a expliqué à l’AFP le candidat du Parti démocratique de Côte d’Ivoire (PDCI) et maire sortant, Georges Ezaley, qui revendique la victoire avec plus de 1.300 voix d’avance.

“Vers 01H00 (locale et GMT), la police a dispersé la foule en lançant des (grenades) lacrymogènes, il y a eu plusieurs blessés, notamment des personnes âgées”, a déclaré M. Ezaley, affirmant craindre que sa victoire ne lui soit volée.

“Dimanche matin, les résultats bureau de vote par bureau de vote ont été validés par la Commission électorale indépendante (CEI), et signés par les représentants de tous les candidats. Pourtant la CEI n’avait toujours pas proclamé les résultats dimanche soir. Il y a quelque chose qui cloche dans cette affaire”, a encore estimé Georges Ezaley.

“Les gens avaient assiégé la préfecture pour attendre les résultats. Ils ont été gazés”, a indiqué à l’AFP une habitante de Grand-Bassam sous couvert d’anonymat.

Le candidat du parti au pouvoir, le Rassemblement des Houphouëtistes pour la démocratie et la paix (RHDP), Jean-Louis Moulot, a de son côté accusé le camp de M. Ezaley de fraudes et de violences.

“Le maire sortant a produit des faux procès-verbaux” de résultats de vote. Il a aussi “envoyé des voyous prendre le contrôle du collège moderne (un bureau de vote) pendant une heure, d’où nos représentants ont été expulsés”, a affirmé M. Moulot à l’AFP. “La maison du numéro deux de ma liste, Aka Martin, a été saccagée”, a-t-il aussi accusé.

Nombreux cas de contestation des résultats
“Le candidat du PDCI a exercé une pression maximum sur la CEI pour que les résultats soient proclamés en urgence”, a déclaré M. Moulot, affirmant avoir remporté le scrutin. “J’en appelle au calme, qu’on laisse la CEI faire son travail”.

Le scrutin avait démarré très en retard samedi, les bureaux de vote n’ayant ouvert que vers midi. Les élections municipales et régionales en Côte d’Ivoire ont été marquées par de nombreux incidents et contestation de résultats. Quatre personnes ont été tuées lors de la campagne, puis du scrutin et le jour suivant, lors de différents affrontements entre militants politiques.

Lundi matin, la CEI nationale n’avait toujours pas proclamé l’ensemble des résultats du pays.  L‘élection municipale de la commune du Plateau à Abidjan, la plus riche du pays, n‘était toujours pas tranchée, entraînant une vive tension.  

Ces élections constituaient un test avant le scrutin présidentiel de 2020, qui occupe déjà la scène politique ivoirienne.

The candidate of the ruling party, the Rally of Houphouetists for Democracy and Peace (RHDP), Jean-Louis Moulot, on his side accused Mr. Ezaley's camp of fraud and violence.

"The outgoing mayor has produced false minutes" of voting results. He also "sent thugs to take control of the modern college (a polling station) for an hour, from which our representatives were expelled," Moulot told AFP. "The house of number two on my list, Aka Martin, has been ransacked," he also accused.

Numerous cases of contesting the results
"The PDCI candidate has exerted maximum pressure on the IEC for the results to be proclaimed urgently," said Moulot, claiming to have won the election. "I call for calm, let the IEC do its job."

The poll had started very late Saturday, the polls having opened around noon. Municipal and regional elections in Côte d'Ivoire were marked by numerous incidents and contesting results. Four people were killed during the campaign, then the ballot and the following day, during various clashes between political activists.

On Monday morning, the national IEC had still not proclaimed all the results of the country. The municipal election of the Plateau municipality in Abidjan, the richest in the country, was still not decided, causing tension.

These elections were a test before the presidential election of 2020, which already occupies the Ivorian political scene.
