Côte d'Ivoire : tension pour l'élection municipale du Plateau à Abidjan

La tension a régné toute la nuit à la commission électorale indépendante (CEI) du Plateau à Abidjan, qui n’a toujours pas donné le résultat de l‘élection municipale qui s’est déroulée samedi dans cette commune stratégique, la plus riche de Côte d’Ivoire.

Les urnes de tous les bureaux de votes ont été centralisées à l’antenne locale de la CEI du Plateau mais le travail de compilation et de validation des résultats des bureaux n’a pas eu lieu. 

A 01H30 (locales et GMT), un journaliste de l’AFP avait constaté l’absence d’opérations alors que des observateurs et des partisans des candidats surveillaient les urnes dans une tension palpable et avec un important dispositif policier. 

Vers 08h45, les urnes ont finalement été transférées, escortées par la police et les partisans des deux camps, vers la CEI-départementale dans le quartier d’Angré (nord-est d’Abidjan) pour tenter de débloquer la situation. 

Cette municipale oppose Fabrice Sawegnon, un candidat du parti au pouvoir, le Rassemblement des Houphouëtistes pour la démocratie et la paix (RHDP), au député Jacques Ehouo, du Parti démocratique de Côte d’Ivoire (PDCI).

Le PDCI a rompu son alliance de gouvernement avec le RHDP il y a deux mois, en désaccord sur la formation d’un parti unifié en vue de l‘élection présidentielle de 2020.

Selon des observateurs électoraux s’exprimant sous couvert d’anonymat, des représentants de M. Sawegnon ont refusé samedi soir de signer des procès-verbaux dans des bureaux de vote où leur candidat était battu. Puis ses représentants ont refusé d’assister au travail de la CEI dans le but de bloquer le processus. Il y a également eu des manoeuvres d’intimidation verbales et physiques, selon ces observateurs.

Joint par l’AFP dimanche matin, M. Sawegnon a réfuté ces allégations. “On a identifié des bureaux où il y a eu des irrégularités, et là il y a eu refus de signer”, a-t-il expliqué. “Nous n’avions personne à la CEI dans la nuit parce qu’on nous a dit que les opérations étaient bloquées”.

“On est légalistes, on attend les arbitrages de la CEI”, a-t-il assuré, réfutant également toute manoeuvre d’intimidation de la part de ses partisans.

De son côté, M. Ehouo a affirmé à l’AFP disposer de plus de 3.000 voix d’avance selon les PV du dépouillement dans les bureaux de vote.
 
La CEI n‘était pas joignable dans l’immédiat. Samedi, les élections municipales et régionales n’ont pas attiré les foules dans les bureaux de vote. Plusieurs incidents ont aussi eu lieu en province, avec notamment la mort d’une personne dans le centre-sud du pays.

Ces élections constituent un test avant le scrutin présidentiel de 2020, déjà dans toutes les têtes.

The tension reigned throughout the night at the independent electoral commission (CEI) of the Plateau in Abidjan, which has still not given the result of the municipal election that took place Saturday in this strategic commune, the richest of Côte Ivory.

The polls of all the polling stations were centralized at the local branch of IEC Plateau but the work of compilation and validation of the results of the offices did not take place.

At 01:30 (local and GMT), an AFP journalist noted the absence of operations while observers and supporters of the candidates monitored the ballot boxes in a palpable tension and with a large police.

Around 8:45, the ballot boxes were finally transferred, escorted by the police and supporters of both sides, to the CIS-departmental in the district of Angré (north-east of Abidjan) to try to unblock the situation.

This municipal opposes Fabrice Sawegnon, a candidate of the ruling party, the Rally of Houphouetists for Democracy and Peace (RHDP), MP Jacques Ehouo, the Democratic Party of Côte d'Ivoire (PDCI).

The PDCI broke its government alliance with the RHDP two months ago, in disagreement over the formation of a unified party for the 2020 presidential election.

According to election observers speaking on condition of anonymity, representatives of Sawegnon refused Saturday night to sign minutes in polling stations where their candidate was beaten. Then his representatives refused to attend the work of the IEC to block the process. There have also been verbal and physical intimidation, according to these observers.

Joined by AFP on Sunday morning, Mr Sawegnon refuted these allegations. "We identified offices where there were irregularities, and there was a refusal to sign," he said. "We did not have anyone at the CIS in the night because we were told that the operations were blocked."

"We are legalistic, we are waiting for arbitrations of the CIS," he assured, also refuting any intimidation by his supporters.

For his part, Mr. Ehouo told AFP to have more than 3,000 votes in advance according to the minutes of the counting at the polling stations.
 
The IEC could not be reached immediately. On Saturday, municipal and regional elections did not attract crowds at the polls. Several incidents also occurred in the province, including the death of a person in the center-south of the country.

These elections are a test before the presidential election of 2020, already in all heads.
